Sometimes. If the existing site has decent bones and traffic, a focused redesign can preserve SEO equity and cost less. If the bones are bad, starting fresh is usually faster and cheaper in the long run. We figure that out on the discovery call.
Yes, on a per-site basis. Some clients prefer hands-off, in which case I hand over login and documentation and you take it from there. Others run a small ongoing retainer for content updates, plugin maintenance, and minor design tweaks.
